It seems you can split the tile Paris because the OFM tiles get rendered, so ignore the max size and just try to run mkgmap without -ea?

The maximum tilesize for the generic map this is 8MB, for openfietsmap this is 23 MB. This difference is probably why the tile gets rendered in OFM.
