I have figured out that you are in the US and that Pa stands for Pennsylvania. (Many of us here are not in the US...)

I'm not sure what you entered your search strings into, but on the OSM page searching for "Plains" brings up your town as the 1st result. Entering "Plains Pa" mysteriously shows me Moffet St, Plains, PA. So, both are in the system. If you are searching in your GPS, do you enter a city first? Try searching for the street without entering a city.

If you have made additions to OSM in your are they won't show up until the next map update cycle. The date of the last update is shown under the map on the web page.
