What other information is needed to describe that area?

The answer here is very easy: The legal background of the Natura 2000 site and the landscape protection area are very different and so we need two separate relations for both sites. This is also needed for linking to Wikidata. If you had a look at the links you might also noticed that size and geometry of both sites are very different, this would be the main reason for not combining them in one relation.
